2018 Important Benefits Information

Your Period of Coverage dates are:

January 1, 2018 - December 31, 2018

The information included in this guide only applies to the employees represented by the unions and associations that have reached an agreement.

 

This is a changes only enrollment. If you would like to continue with your current benefits selection for the 2018 plan year, you DO NOT need to enroll, your current benefits will continue and premiums and plan designs changes will automatically be adjusted effective January 1, 2018. Your period of coverage dates are: January 1, 2018, through December 31, 2018.

 

Spouse/Domestic Partner Surcharge: If you currently cover your spouse/domestic partner on an M-DCPS healthcare plan and are being deducted the spouse/domestic partner surcharge, the annual surcharge of $500, billed on a bi-weekly basis according to your pay schedule, will continue.

However, if your spouse/domestic partner no longer has an employer sponsored healthcare plan available to him/her, please use the online enrollment application to update the status of their coverage.

 

During the online enrollment, click on the box next to the question that best describes the status of your spouse/domestic partner’s coverage.

Retiree Open Enrollment Facts

Dependent Eligibility:

  • All Cigna healthcare plan (OAP 10, OAP 20, and LocalPlus) rates will remain the same for employee and dependent healthcare coverage. However, if you experience a change in salary band, as a result of last year’s negotiations, you may have an increase in both employee and dependent healthcare deductions.
  • The Board will continue to subsidize dependent coverage
  • Any employee who covers a spouse or domestic partner will be required to disclose the dependent's access to the group healthcare from their employer. Employees covering a spouse or domestic partner may be required to pay an additional surcharge.
  • OAP 10 will only be available to those currently enroll in the plan

 

The following three healthcare plans will continue to be offered:

  • Cigna OAP 20 - employee cost share
  • Cigna OAP 10 - employee cost share; will only be available to those currently enrolled in the plan
  • Cigna LocalPlus - free option

 

If you do not re-enroll during this enrollment:

  • Your current healthcare coverage will continue; plan design changes will automatically be adjusted.
  • Your dependent(s)’ healthcare coverage will continue; plan design changes will automatically be adjusted.
  • If you are opting out of healthcare, this election will continue and you will have to submit proof of other group or state-funded healthcare coverage.
  • Your disability benefit will continue.
  • Yours and your dependent(s)’ flexible benefits will continue, premium changes will automatically be adjusted.
  • Your current Flexible Spending Accounts (FSA) contribution will continue. During this open enrollment period you may increase your Medical FSA contribution to $2,650 (formerly $2,600).
  • If you are being deducted the spouse/domestic partner annual surcharge, the deductions will continue.

Under 65 and Non-Medicare eligible retirees will continue to be offered three healthcare plans

  • Cigna OAP 20
  • Cigna OAP 10 (Will only be available to those currently enrolled in the plan)
  • Cigna LocalPlus

 

If you do not re-enroll during this enrollment:

  • Your current healthcare coverage will continue, both benefits and premiums will  automatically be applied
  • Your dependent(s) healthcare coverage will continue, both benefits and premiums will automatically be applied
  • Your current Flexible Benefits will continue

 

  • The School Board will continue to subsidize a portion of the active benefits eligible dependent healthcare premium
  • Dependent Social Security Numbers are required during this enrollment
  • Dependent documentation must be provided when requested
  • Failure to submit the dependent documentation will result in a termination of your dependent coverage
  • Domestic Partner of the same-sex and legally married are able to be added on a tax-free basis with a marriage certificate
