2017 Important Benefits Information

Your Period of Coverage dates are:

January 1, 2017 - December 31, 2017

The information included in this guide only applies to the employees represented by the unions and associations that have reached an agreement.

 

This is a changes only enrollment. If you would like to continue with your current benefits selection for the 2017 plan year, you DO NOT need to enroll, your current benefits will continue and premiums and plan designs changes will automatically be adjusted effective January 1, 2017. Your period of coverage dates are: January 1, 2017, through December 31, 2017.

 

Spouse/Domestic Partner Surcharge: Effective January 1, 2017, any employee who covers a spouse or domestic partner in an M-DCPS medical plan will be required to disclose the dependent’s access to group healthcare coverage from their employer. Therefore, if you cover your spouse/domestic partner and they have coverage available from their own employer, an annual surcharge of $500 will be automatically applied to your dependent's cost per pay. If your spouse/domestic partner does not have an employer-sponsored medical plan available to them, the surcharge will not be charged to you. However, you must provider proof of availability via the online enrollment process.

Retiree Open Enrollment Facts

Dependent Eligibility:

  • Employee-only rates remain the same for both the OAP 20 and LocalPlus plans
  • Employees enrolled in OAP 10 will experience an increase in both employee and dependent premiums
  • The Board will continue to subsidize dependent coverage
  • Any employee who covers a spouse or domestic partner will be required to disclose the dependent's access to the group healthcare from their employer. Employees covering a spouse or domestic partner may be required to pay an additional surcharge.
  • OAP 10 will only be available to those currently enroll in the plan

 

The following three healthcare plans will continue to be offered:

  • Cigna OAP 20 - employee cost share
  • Cigna OAP 10 - employee cost share; will only be available to those currently enrolled in the plan
  • Cigna LocalPlus - free option

 

If you do not re-enroll during this enrollment:

  • Your healthcare coverage will continue, both benefits and premium changes will automatically be adjusted
  • Your dependent(s) healthcare coverage will continue, both benefits and premium changes will automatically be adjusted
  • Your Flexible Benefits will continue
  • Your current Flexible Spending Accounts (FSAs) will continue. However, you may increase your Medical FSA to $2,600 (formerly $2,550).
  • Employees covering a spouse or domestic partner in an M-DCPS healthcare plan will automatically receive a surcharge deducted from their paycheck beginning with the January 6, 2017 paycheck.

Under 65 and Non-Medicare eligible retirees will continue to be offered three healthcare plans

  • Cigna OAP 20
  • Cigna OAP 10 (Will only be available to those currently enrolled in the plan)
  • Cigna LocalPlus

 

If you do not re-enroll during this enrollment:

  • Your current healthcare coverage will continue, both benefits and premiums will  automatically be applied
  • Your dependent(s) healthcare coverage will continue, both benefits and premiums will automatically be applied
  • Your current Flexible Benefits will continue
  • You will have to submit a Florida Retirement System (FRS) Payroll Deduction Authorization Form

 

  • The School Board will continue to subsidize a portion of the active benefits eligible dependent healthcare premium
  • Dependent Social Security Numbers are required during this enrollment
  • Dependent documentation must be provided when requested
  • Failure to submit the dependent documentation will result in a termination of your dependent coverage
  • Domestic Partner of the same-sex and legally married are able to be added on a tax-free basis with a marriage certificate
